I searched the forums and Scenario Depot, but couldn't find any obvious references to a good CMBB combined arms city scenario suitable for PBEM - does anybody have any suggestions? Thanks!

Try 'Armor on the Boulevard' at Scenario Depot
Begins as armor with scouting infantry and grows to more combined arms: infantry and afv . No Arty since both sides are in the town.

Play pbem or as the Russians vs AI

You will enjoy a great map that has a good 'city feel' to it. Not just a lot of houses bunched together.

I just finished one called "Courtyard of Death" a fictional meeting engagment in Stalingrad.

Mostly infantry, but a few AFVs thrown in. No artillery or air power -- assume it's already done.

I am going to post it soon at Scenario Depot. Most of the playtesters had a blast, even though they did it vs. AI. This is actually designed for two players, particularly TCP, since its a medium sized with some fairly close in fighting.

If you like carnage, flamethrower ambushes, and high casualty rates, this one is for you.

'Our backs to the Volga' by CapitalistdogwhonolongerlivesinChina. Part of the Stalingrad Pack. Without doubt one of the best urban battles I've ever played. Do not waste it on the AI. Get yourself a good pbem opponent and enjoy it.

I've just started Viennese Waltz and it looks like it might fit your bill. Haven't actually seen the enemy yet, but judging from the briefing it appears to be two armored columns (presumably with some infantry on both sides) meeting up in downtown Vienna.

One combined-arms urban fight here that is still in "draft" status, but best played by PBEM:
