Single Player option not available

I recently started making scenarios, but have ran into this problem for first time. After creating the map, units, etc. and saving them, when I go to test play the scenario as Allied, I do not have the single player icon/option on the screen. Only for hotseat, tcp/ip and email. For Axis choice, single player mode is available. I haven't seen this in prior scenarios I had made. Any suggestions will be appreciated.

You have assault boats in the scenario, which the A.I. cannot handle. You can either play the side that has the boats vs the A.I., or against another human.
