In CMBO is there way to start with destroyed vehicle or pillbox on the map?

AFAIK, there's no way to do this. With a pillbox, you could zero out the ammo, which would effectively render it helpless though it still wouldn't be "destroyed" -- I think enemy units would still target it until it is actually abandoned.
With vehicle, you can lock them down by putting them in a rubble tile or whatever, and then zero out the main gun ammo, but you can't zero out secondary armament MG ammo (if any).
Another convention I've seen some designers use is to place a rough or rubble tile, and mark that tile with a text label to describe what it's supposed to be, such as "destroyed truck column", or "destroyed pillbox". While this technique leaves a bit to be desired visually, since the rough/rubble tile standing in for the vehicle/pillbox also provides pretty good cover, it does have the benefit of realistically simulating the pretty good cover that a blown up pillbox or vehicle would provide to infantry.

I've also used rubble/rough for piles of wood, coal or a yard of small boats.
I've never used the import units function; will it also carryover wrecks?

I don't think you can "zero out" the ammo on pillboxes. I believe the only factor you can change on a pillbox is "experience." (Green, reg., vet, etc.)

On the unit list, click on the "Edit" button, bottom right of the screen... ....you can actually increase/decrease the ammo level for every unit you want (except planes, IIRC).

True... and not true.
For MG bunkers, you can not alter ammo. But for gun bunkers you can.
Similarly, you can not alter the ammo level of vehicles which are armed only with machine guns (HT's and some armored cars).
EDIT: I'm referring to CMBB... I no longer have CMBO installed.
