Pre-planned artillery strikes : do i need LOS ?

Does my FO need to have LOS on the objective at turn 1 to get its pre-planned strike on-target ?
The manual is not very explicit, and i want to be sure before to order the barrage.

AFAIK, and maybe someone might correct me, you don't suffer a penalty, in terms of accuracy or time delay, for lower experience. So, when buying art and using a pre-planned strike, a green FO is as good as a Regular and cheaper too. :D

Can someone explain why sometimes I can do preplanned arty and sometimes cant? I just bought a bunch of 120mm with the aim of dumping some turn one fun only to find I can't do it...

Fireplans are not allowed in meeting engagements. Otherwise they should be possible.
