A option were you have a Hq unit like Hitler and instead of putting in Berlin. Is evacuated to Austria, or Rome. Or stalin gets moved to urals. Thought it might me a neat option.

sorry, didnt know that, thought people were turned off by idea of a flag, wen really its a leader.

Just make a map that is a game of chess and use HQs as the king.
