Whe editing the country date, does the numeric for Initial MPP's mean?

* Sept 1939 Initial MPP's - each subsequent turn is a randon number
* Initial base MPP's per Game Turn - every turn.
* Initial MPP's upon activation by DoW
* Initial MPP's regardless of activation.

Not sure if this number is the base number each nation receives per turn, only at the beginning og the game AND whether this ONLY happens upon activation or if it happens when neutral!

Beginning MPPs is the amount of MPPs that a country owns when the game starts.

It's at game start.

After that, the MPP per turn depends on the resources and the readiness with the easy formula : MPP per turn = resources * readiness.

There is no MPP upon DOW.
