Mountain Movement

Sometimes my weaker units (seemingly) like Italians can't move into the mountains. Esp armies. For example I had moved italian army to albania to invade yugoslavia. The game wouldnt allow me to move from the city into the mountain with my army even though corps could do it.
Is mobility required? I would think legs are all that are needed :)
Please clarify.

Corps have more movement points than armies. They can do more, with less supply.

Raise their supply with an HQ or better weather and they can get across.

weather also plays a factor.

and enemy units. Don't know if in the standardgame, but there can be additional movementcosts if enemies near.
