How do I transfer planes from the US to Europe?

Use the "operate" or "transfer" option by right-clicking the unit - same as moving a ground unit a long distance. It will cost MPPs though.

I can't get Canada's bomber over to London. I pick operate and only around Canada's cities does the area light up. What should I do ?

There are certain bombers (Canada & Iceland) that are restricted to their respective countries. You can not operate those. You can move them around within the country but thats it...They are defending their homeland...

How have those units been set up by the way? Is that something I can mod? What was done in the scripting to restrict them or is that hard coded?

Nup I would keep these planes as is.

They represent some 800 overall aircraft (all over europe, canada, africa, carribian, us, and south america) used for ASW in WW2. These were specially equiped bombers that had electronic equipment on them for finding u-boats. It makes sense not to mod them out. They were one of the keys to convoy protection.
