Article The Theatre of War 2 Demo requires that you have the most recent updates to DirectX 9. To allow for this, during the install process you will be prompted to install the latest DirectX update, which we have included with the demo installer. This will update your DirectX (if needed) and ensure that the Theatre of War 2 Demo functions properly.

If you do not run this update at the time of the demo's installation, you can manually run it later buy navigating to the demo's "Misc\DirectX Update" folder and doubleclicking on the DXSETUP.exe file or launching the "Update DirectX" shortcut from the demo's Program Group entry under the Windows Start Menu. I found that virtually none of the above mentioned facilities exist. No instal prompt, no update folder, no shortcut, nothing. Thanks for wasting one hour of my time.

SUPPORT REPLY: They do exist (at least in the demo distributed by Battlefront.com. You can of course always update DirectX the regular way by going to their website for example.

What I said is what happened to me, end of story. But, this topic does identify the lack of DirectX 9 as the problem when that message comes up which is very helpful.
